This corner bar may be small and narrow, but the drinks pack quite a punch for your buck. Check out the small lounge upstairs to mingle and relax with your glass. The whiskey and scotch list is the thing here, with most everything else running along the same lines as most other upstanding bars in town - think Buffalo Trace, Woodford Reserve and aged strains of anything else your hearty and thirsty tongue desires. A few (silent) televisions keep sports fans up to date on the game, the in-house stereo doesn't overpower the conversation, and Shay's array of Scotch and Irish whiskeys will politely see that workday out the door. The official-looking seals outside may lead you to believe you're walking past some government agency, and upstairs you could be forgiven for expecting to run into Sam Rayburn or even Sam Houston at any moment. The sizable wooden bartop and vintage chairs, tables and leather sofas give the impression of a swanky old hotel lounge - like The Shining's Overlook minus the dance floor. State's spacious but sectioned-off interior offers a host of secluded spots for quiet conversation, and the view from the second-story patio is one of the best downtown panoramas going.     713-224-3200 Sunny's is a slice of Kemah-style island boozing amongst the skyscrapers and big business of Downtown Houston. Owned by a couple whose sole aim was to open a friendly bar free of its surroundings' posh attitudes, this bar is definitely worth looking for street parking in its ticket-happy area. Sunny's is extremely bright on the inside, with a pronounced beach vibe and cute signs and stickers throughout. This is the kind of bar where the drinkers become family over a few visits and look out for one another. The night we came in, there was a casserole in the crock pot near the pool tables. A big draw here are the potent Jell-O shots and alcohol-soaked pineapple wedges, which aren't for lightweights.
