Brandon Brown: Binoculars Aid His Masturbatory School-Kid Watching, Cops Say
Police have charged a 21-year-old Atascocita man with felony indecency exposure in connection with his using binoculars to spy on schoolchildren waiting at a bus stop, court documents say.
Brandon Sean Brown was arrested after being seen near Oaks Elementary in the 19600 block of Merrillwood about 7:30 a.m. yesterday.
The Humble school district put out a "stranger danger" notice to parents. Oaks principal Cheryl Fennell and Kenneth Buck, prinicpal of nearby Timberwood Middle School, told parents:
We all want to keep our children safe. With that in mind, I want to share information with you about an incident that was reported to us this morning before school. Within a block from a Timberwood Middle School bus stop and within two blocks of Oaks Elementary, a parent observed an adult male engaged in public and inappropriate sexual conduct. The parent quickly contacted police and the man was apprehended. He did not approach any student but could have been seen by students.
KHOU reports that Brown "was hiding behind a parked car about 100 feet from the bus stop and masturbating while peering at the children through binoculars."

He admitted his actions to cops and was booked, KHOU says.
