BREAKING: We've just received word from lawyer Kevin Pennell that a legal team will be filing a lawsuit on Monday "challenging the City of Houston's red light camera scheme." The petition is based on the argument that the City lacks the authority to enact civil fines against red-light runners and that the scheme violates the rights of defendants to trial by jury, among other things.
