Along basically every major non-loop freeway in Houston other than 10 East and 225 is either a major planned community or enough development to justify commuter rail along these spoke freeways (by "along" I mean serving the communities along the freeways, not necessarily strictly down the middle of the freeway where the HOV lanes are or anything). Even serving just the suburbs to downtown commuters at first, it would probably have significantly relieved freeway traffic.
