Hasn't the stature of limitations passed on "accidentally" shooting innocent bystanders?
It turns out that it's not the shooting, it's all about Cheney's investment in a group that runs prisons (badly, it's claimed) in Texas.

In other words, it sounds like one runaway, nutty grand jury. Which is something we never thought could exist in the Valley.
But, we guess, if you can't be brought up on war crimes before the World Court in The Hague, we guess it's up to the Willacy County grand jury to do what it can.
