First-Degree Fraud

Just $249 gets you a bachelor's -- or, hell, a master's -- from Belford University, an online diploma mill with local ties

Do you want a college degree but don't have time for all that pesky "studying" for "exams"? Do you dream of having a doctorate in something you know absolutely nothing about? Do you have $249?

If you answered "yes" to any of those questions, you may be a candidate for the prestigious online Belford University, accredited by the equally prestigious International Accreditation Agency for Online Universities and the Universal Council for Online Education Accreditation.

Here's what Belford will offer you:

• a degree shipped to your door, straight from the United Arab Emirates, within a week

• a standard 3.5 GPA, or a 4.0 for an extra $75

• a vast array of fields -- you can even get a master's degree in law!

You can do all kinds of things with your Belford degree. You can fold it into a paper airplane. You can draw on it with crayons. You can light it on fire, as you did with your $249. But if you really want to make money, you should try to become part of the Belford faculty. FBI raids on degree mills have shown that those professors make millions. And you don't even need a degree.


Belford University's administrative offices in Humble are small.

They're so cozy, in fact, that a human being could not fit inside them. That's because they are a post office box; or at least they were, until a few months ago when someone closed their account at the USA 2Me mailbox store on Will Clayton Parkway.

Belford has several different Web sites, which vary slightly in format and content (www.belforduniversity.net, www.belforduniversity.org). They even have a Belford High School. Only one site appears to list the B-movie villain name of its purported president, Melville P. Crowe. The signature beneath Crowe's message to prospective students is clearly not Melville P. Crowe. Googling Melville P. Crowe only brings you back to the Belford Web site.

Same with the names of its professors and its distinguished alums, which include Michael Fonseca, recently "promoted to the post of Divisional Head for Romuna Securities, a subsidiary of Romuna Group." Romuna Group itself appears to be a subsidiary of Fake Company, Inc., because it exists solely in the universe of Belford. The "latest news" section of the site states, "Belford student's [sic] arranged a 'Meet-Up' in Minneapolis last week." A search of old Belford sites on www.archive.org reveals that this group has been meeting every "last week" for the last three years.

One of their domain names is listed to a Marsha Marshall on Blankenship Drive in Houston, which is actually a clothing store with no ties whatsoever to the "university." When we called Marsha Marshall's Chicago-area phone number, we reached a small business owner who said he had no idea why he had received numerous calls for Marshall.

The main reason why is that his is the only working number associated with a specific (alleged) Belford staffer. Belford prefers to correspond strictly by e-mail, although they do offer a toll-free customer service line. We talked to a "student advisor" named Jimmy James (a cousin of Marsha Marshall?) who would not provide any contact info for Melville P. Crowe or Belford's purported registrar, William John.

This runaround has led to many a complaint filed at the Greater Houston Better Business Bureau. The complaints come from across the country. In some cases, Belford has issued full or partial refunds. In all cases, it's evident that Belford doesn't care whom they rip off.

One complaint came from Sgt. John Kerins, deployed to Iraq from Fort Hood. Since Kerins was busy fighting a war, we talked instead to his wife, Patricia. She said Kerins and many of his fellow soldiers believed they were buying legitimate aviation degrees to earn promotion points. Kerins had the degree shipped to his wife, who then sent it to him.

"It looked like something you could use in a frame," Patricia Kerins said in a telephone interview. But when the military rejected the diplomas, she hounded Belford for weeks, finally winning an 85 percent refund. The university kept the balance to cover "material" and postage costs.

David Linkletter of the Texas Higher Education Coordinating Board said the board reported Belford to the state Attorney General's office in March. The board also reported another degree mill, Rochville University (www.rochvilleuniversity.org), which appears to be operated by the same people.

"This is not a legitimate institute of higher education," Linkletter says from Austin. "No legitimate university offers a complete degree on the basis of one's life experience. I particularly like the 'order now' button on their Web site, which is another clue...To the extent that Belford University is in Texas, it is operating in violation of the Texas Education Code."

Since last September, Linkletter says, the code makes it illegal to use a fraudulent or substandard degree for purposes of employment, business promotion or to seek admission to a university.

"It's most likely that Belford University and Rochville University and these accrediting institutions are all the same entity," he says. "It's most likely that they are not actually located in the United States."

    In addition, accredited schools must weigh their own assessment of the quality of education and what is taught and how it is taught. Therefore, it makes more valuable, more meaningful level of the students of a recognized high school diploma.

    Well ... anyone who "thinks" that the Belford deal, and other companies like Belford, could possibly be legitimate doesn't need a degee in higher education, they need a crash course in common sense. Then again, they also need a swift kick in the ass for being such a lazy punk. Want to EARN a degree? Then enroll and DO the WORK. Supply and demand at work ... no demand and the supplier goes under ... simple.

    My my my, the complaints from so many angry "students" and "graduates" of Belford remind me of the stories we've all heard; where someone gets ripped off by a drug dealer and then calls the police hoping for their help in getting justice. I was online looking for education programs. I went through the test on the Belford site and BAM! to my utter amazment I had just earned a professional degree! Well, not quite, I took a free test and after scoring 100%, all that was left to have my degree & transcripts in hand was some cash.DUHHH, that's not how degrees are earned & WE ALL know this. So if you're one of the many that did pay Belford hoping for a quickie degree, you were trying to cheat the education system thereby devaluing real educations around the world. You are all just as guilty of cheating & dishonesty as Belford is. Its a site designed for cheaters who want the piece of paper, not the education! Perhaps I should "order" a high school diploma for my 2 year old and save her years of actual learning.

    belford high school just called me and said if i send them 265$ canadian they will send me a 4.0 gpa wtf!! i was like why would u send me one if i didint earn it? what he said was all bs!!! he then asked me for my credit card number and i refused lol what junk this is fraud and they should be sued!!

    You people have a problem you must have been turned away first of all it is an online school it says so. It also meets school standards. You mean to tell me when you go to school you don't site their and learn for hours its the same thing if you get a degree online you study and take test if you pass you pass if you fail you fail and you try again. I think people that make comments either don't have money to pay or they didn't have a good back round in what they applied for. I had no problems getting my bar in new york. With belfords degree.Go get a life.

    I'm glad I read this article. I'm an online education enthusiast, so I'm always seeking new information. It's just horrible that these people take people's money and give them nothing but grief in return. There are online degree programs that are legitimate and considerably less expensive than on campus study, for which one may even be able to use financial aid from the government or their workplace. They're almost all branches of an actual university. Even still, if one wants to learn, there are numerous online courses that professors and other experts teach for free or low cost. You might not get a degree from it, but you'll definitely learn alot from someone who cares about their subject enough to want to give it to the world. These are very helpful for personal growth and for extra college study help. There are just so many legitimate options, and I encourage people to keep their eye open for those instead of diploma mills.

    I would be interested to know if any prospective employers would ever consider accepting an Belfort University or Rochville University degree. There are certain instances where people are highly skilled in their profession and where they do not have the academic qualifications that go with the profession. Surely if the granting of such a degree was undertaken in a responsible manner then no harm should be caused. However if the granting of the degrees is done in a willy-nilly manner then any Tom Dick and Harry would walk around fancy degrees and no skills. I would love to hear what others think about these thoughts.

    I have checked out Belford University's website, and I must say that I have absolutely no sympathy for anyone who feels that they've been scammed. Does anyone really believe that they can receive a doctorate in the field of their choice in as little as seven days? Maybe the school should offer a degree in Stupidity. Sounds like a lot of folks would qualify for that.

Should have known it was a time bomb waiting to explode.They used two nos to call me up and especially one guy called jim, who was not answering the questions correctly. I got upset with him at one point. I surely do pray that they loose that money two fold.Fraud money never gets too far,if it's not their money, they won't keep it in Jesus's name.I feel so sorry for all of us being wasted like that.     I was just researching Rochville University because they said I qualified for an online bachelors degree for $530 but I decided to investigate further and found out that this article mentions them as a diploma mill..."WOW" was I just floored! How can they stay in business if the government knows they are fraudulant? I was wanting to check out their accrediations and found out the US dept of education doesn't even recognize their so called accrediation! Alot of people wouldn't even know to dig furher..I guess it is true what they say: If it sounds too good to be true, it probably is!

    Heard Belford University was a diploma mill. Went to their site on a Sunday. Selected "Medical degree" and for life experience I only wrote "17 years as a hospital janitor". Within 24 hours, I was informed by email that their 10 person committee reviewed my file and told me that I was entitled to a medical degree for only a few hundred dollars. I ignored them but I received several emails from them in the following fortnight, urging me to apply and gradually lowering their asking price. A very dangerous rip-off.

    i'm a kiwi guy, currently in poland,, i wanted the degree to help me gain access to oher countries, like japan, where a degree is required to obtain a work visa. i thought it was a good idea, but after receiving a couple of e-mails, i thought something didnt add up, so i asked for my details to be removed,, 1 day later, i have received an e-mail from a Mike Williams, claiming to be the student counsellor (he also spelt counsellor incorrectly - how much did his degree cost?) offering me a special scholarship, that is only offered to a select few people, & only due to my impressive history can he offer it to me, he hasnt even seen my CV!!!! sadly he requires me to phone him,, & being in poland, makes this a little difficult..... i am however going to reply to his e-mail,, i'm curious to know exaclty what this scholarship entails,,, if its free,, what the hell,, i'll take a free piece of paper, you never know when you'll be on the toilet, & a-oh, no loopaper.... but thanx houston press,, & all the others that have identified these crooks,, i agree with other comments made,, this is fraud,, & that is illegal (as far as i am aware in ALL developed countries) so someone should be policing it.

    hello! I am a newly victim of belford university it cost me $595 for a bachelor degree program. im saving that money for a long time but noe it goes out of nothing, your right its just like a same paper that you always see when you buyna picture frame. Are there any chance that i can get back my full payment? Now im residing here in UAE because of my job. Hope you can help me.... Regards, Darwin
